what is "planning as a cystic process (urban planning places)"?

it is one of the topics in architecture subject "intro to urban and regional planning"

Given the meaning of the word cystic (basically capsule-like and contained), I’d say it could mean one of two things:

1) Planning a cystic, isolated city (which doesn’t sound very convincing)
or 2) ‘Planning as an isolated process’, as opposed to it being part of a another process. I.e. ‘Doing only the planning and worrying only about the planning because it’s so important that it’s a process of its own.’

I don’t know, I’m just guessing here (=P) Too much for a blonde, I think my brain is going to burst…
